Administration is made up of three offices which include Mayor's, Fiscal Officer, and Administrative Assistant. They administer much of the day to day operations as well as the larger projects, the Village Budget and scheduling of events.
The Fiscal Officer for the Village of Newcomerstown is responsible for the collection, disbursement, and custody of all funds; and must establish and maintain those financial records and procedures that are necessary to perform their duties.
This includes Cy Young park and Pool, South Park, and in the future, Simonds/Heller Park. There is a Park/Pool manager and assistant and provides opportunities to reserve the shelters and pool can be scheduled through the Administrative Assistant online or through the website.

All roadways and related infrastructure within municipalities, including state and county routes, are the responsibilities of each municipality. The Village of Newcomerstown’s transportation system consist of about twenty eight (28) miles of paved roads, one (1) mile unpaved, one (1) bridge and various sidewalks. The street department has responsibility for various aspects of the construction and maintenance of the village roadways.
